Perennial; caespitose; clumped loosely. Rhizomes short. Culms 4-10 cm long. Lateral branches lacking. Ligule an eciliate membrane. Leaf-blades 1.5-3.5 mm wide; glaucous. Leaf-blade surface scabrous; rough abaxially.
